This is a signed, oval pendant necklace by the American costume jewellery maker Monet.

It's an elegant design combining a gold tone "O" and sliver-coloured, multi-stranded chain and tassel.  We like how these colours combine with the green. The style reminds us of jewellery from the first half of the 20th century.

The pendant is in a style known as "basse-taille" (low cut), with translucent, green enamel poured over the carved pattern beneath. The result is a slight shimmering effect.

The drop of the chain is about 26cm (10 inches) and it's secured by shepherd hook fastener. At the  other end of the chain is the Monet name tag and a small extender chain, allowing adjustment of the drop.

Who made it and when?

It was made by the American costume Jewellery maker Monet, which was formed in 1930's New York by the Chernow brothers. Monet signatures without any copyright symbol usually date before 1957, but the condition suggests it's more recent, perhaps the 1970s or 1980s.
