This is a very pretty, enamelled brooch in the shape of a flower. It's made from gold-plated Sterling silver, also known as vermeil, with white enamel applied to the basse-taille, petals and centre. It is secured by a pin and roll-over clasp.
Basse-taille (low cut) describes the technique of engraving a pattern and then covering it with enamel, such that the engraving is still visible beneath.
It was made by Norwegian jewellery manufacturer Aksel Holmsen, sometime between 1942 and 1971. The maker's mark reads:
